Offline games for kids: what "offline" really means
“Offline” means three different things on a store listing, and only one of them survives a flight. An app can be fully bundled, so everything it needs came down with the download; it can be download-then-offline, needing one connection per level pack; or it can be offline-with-an-asterisk, where the menu works and the content does not. The test that separates them takes thirty seconds and is at the bottom of this page.
The three meanings
Fully bundled. Every level, every image and every sound is inside the app package. Once installed it needs the network for nothing except analytics, and analytics failing is invisible. This is the only version that works on a plane, in a tunnel, in a hospital waiting room, or on a phone with no data plan.
Download-then-offline. The app ships with a small first pack and fetches the rest on demand. It genuinely plays offline, once the packs are on the device. The failure mode is the child finishing pack three at 30,000 feet.
Offline with an asterisk. The menus and settings work without a connection, and the part your child wanted needs one: the daily puzzle, the leaderboard, the reward video that unlocks the next attempt. Listings often describe these as offline because the app opens.
The thirty-second test
Do this once, at home, on Wi-Fi, before it matters:
- Install the app and open it once. Let any first-run download finish.
- Turn on aeroplane mode.
- Force-quit the app and reopen it. People skip this step, and it is the one that matters: an app already running may be holding content it cannot fetch again after a restart.
- Play two levels, and go one level further than the child got last time.
Anything that needs a connection fails inside thirty seconds. What you are really testing at step three is whether the content is bundled or cached, because cached content can be evicted by the operating system when storage runs low. That is why a game that worked on the last flight can be empty on this one.
Offline and ad-free are different properties
They get conflated, and they are unrelated.
Ad SDKs pre-fetch a batch of ads whenever there is a connection and play them from the cache afterwards. So an app can be entirely offline and still show a full-screen ad in a tunnel, using an ad it downloaded at home that morning.

Three of these are the fully-bundled kind. Match & Spot carries all six illustrated themes inside the download and has no billing code at all, so nothing in it needs a network or a card. Sudoku Junior bundles all 228 levels across its four board sizes; the unlock is a single family purchase, and once bought, nothing else is fetched.
Robot Programmer is the same kind and the strictest of the three: free, nothing to buy, no ads, and no permissions requested at all — its levels are bundled and it has no backend to reach for.
Spell & Collect is the second kind, honestly labelled: its card packs are downloaded, and it plays offline once a pack has come down. That is the right model for a game whose content grows, and it is worth knowing before a long trip rather than during one.
What bundling actually costs
Shipping everything inside the download is not the default because it is not free. It makes the app bigger, which costs installs. It means new content needs a store update rather than a server push. And it rules out generating content on the fly, which is the cheap way to claim infinite levels.
Three decisions follow from choosing it anyway, and they are worth describing because they are the difference between “offline” as a label and offline as a property.
The levels are generated before the app ships, not while it runs. Our sudoku packs are produced by a host-side pipeline that runs on a developer machine and never ships with the app, and every level is verified by two independent solvers before it is allowed in. Generating a puzzle on the device would be smaller and easier; it also means a child can be handed a board that is unsolvable, or trivially solvable, with nothing to catch it.
The purchase unlocks content that is already there. All the paid levels ship on the device with the free ones. Buying flips a flag; it does not start a download. A parent who buys the unlock in a car park is not left with a progress bar to finish before the journey.
Analytics is queued, never blocking. Usage events are written locally and sent when there happens to be a connection. An app that waits on a network call before letting a child continue has made its own measurement more important than its user, and the failure is invisible until exactly the moment it is not.
None of this shows on a store listing. It is the reason the thirty-second test above is worth more than the description.
A practical pre-flight routine
- The day before, not at the gate. Open each app, play one level, let anything pending download.
- Go one level further than last time. The pack boundary is where these apps break, and it moves as the child progresses.
- Check storage. A phone under a gigabyte free is a phone that has been evicting cached content, quietly, for weeks.
- Turn off cellular data for the app if you are travelling abroad. It also makes the aeroplane-mode test permanent.

- How do I test whether an app really works offline?
- Install it, open it once on Wi-Fi so any first-run download completes, then turn on aeroplane mode and force-quit it. Reopen it and play two levels. Anything that needs a connection fails in the first thirty seconds.
- Why do offline games still ask for internet permission?
- Usually for analytics and crash reporting, which queue up and send later, and sometimes for ads. The permission tells you the app can reach the network, not that gameplay depends on it.
- Do downloaded levels stay downloaded?
- Not always. Some apps cache content that the operating system is free to evict when storage runs low, which is why a game that worked on the last flight can be empty on this one. Content bundled inside the app itself cannot be evicted.
- Will an offline game still show ads?
